The Canadian authorities have introduced two new immigration projects, that allow talented Hong Kong citizens, living in the country, to obtain permanent residence. Stream A is for student applicants and Stream B is for experienced workers.

The new way to get permanent residence is open to all Hong Kong natives, regardless of whether their passport was issued in the Special Administrative Region of China (Hong Kong) or in Great Britain.

This is the third route to granting Canadian visas to the Hong Kong citizens. A few months ago, on February 8, the North American state unveiled a new employment option for Hong Kong residents. It allows foreigners to stay and work in the country for up to 3 years, after which applicants are eligible to apply for permanent resident status. Later, in May, the local authorities decided to reduce the number of educational requirements for the above-mentioned stream.

Under what conditions can the Hong Kong citizens participate in the new Canadian Permanent Residence programs?

Hong Kong natives, wishing to participate in the new immigration streams, should already have temporary residence in Canada. Applicants are also required to be in the state at the time of applying for permanent residence and at the time of obtaining it.

Applicants for the graduate-oriented pathway A are required to prove that they have obtained their higher education within the last 3 years in Canada. Applicants, who graduated online, can also apply for permanent residence. In order to do so, they need to prove that at least 50% of their education took place in Canada. Bachelors, Masters, PhD and postdoctoral candidates are also eligible to apply for permanent residence in this category.

B Stream applicants must provide proof that they have officially worked in Canada for at least one year, during the three-year period. If permanent residence applicants were employed part-time, they need to prove they worked 1,560 hours over the same period. Applicants must have a bachelor’s degree or higher.

Bringing in skilled workers from Hong Kong is a Canadian government goal

The Canadian Minister of Immigration, Refugees and Citizenship, Marco Mendicino, made the announcement on June 8, according to which, the government’s new program aims to bring in Hong Kong residents with outstanding abilities, who can contribute to the Canadian economy.

The minister mentions that young Hong Kongers are interested in moving abroad. Therefore, Canada can be the state that will host talented immigrants. Such immigration program is an important initiative in the history of the country, because it contributes to a positive change in the Canadian economy. Mendicino added: Hong Kong residents with high qualifications will be able to develop their careers in a foreign country, thereby boosting its economy. Such a decision is significant: it allows the recovery of Canada’s economic branch and strengthens relations between the two countries.

It is worth noting that Canada is not alone in its intention to attract wealthy and capable Hong Kong people. In July 2020, Britain launched a process of issuing new BNO visas to Hong Kong residents. British authorities will begin accepting applications for this program on the last day of January 2021. Thus, the Home Office of the UK gives foreigners the opportunity to obtain citizenship.

Both countries (Canada and the United Kingdom) rely on the latest changes in China’s legal framework for security in Hong Kong, which is linked to the granting of new visas and BNOs to Hong Kong residents.
